THE ARAL SEA AREA: FOR SUSTAINABLE DEVELOPMENT OF ECONOMY AND HEALTHY ENVIRONMENT

Implementation of the first phase of the “Regulation of the Syrdarya river course and saving the northern part of the Aral Sea” project made it possible to solve many of the most important tasks that the region is facing.

At the same time, for according to specialists, there are lots of unsolved issues, including environmental ones. These and other issues will be discussed on the Aral international forum on sustainable development, which is intended to be held in Kyzylorda city at the last days of May.

In a conversation with the correspondent of “Kazakhstankiye Vesti”, the head of oblast office of nature resources and environmental management, Nurlybek ZHOLDASBAYEV highlighted on the aims and tasks of the forthcoming forum.

As we know the forum shall be composed of two parts. What kind of tasks and functions will each one of them have?

The first part of the forum is of theoretical and methodological, and conceptual nature. It includes information and scientific reports on the most current issues of the Aral Sea region and other world environmental analogues. This part is expected to be on statements of the heads of central state bodies and international organizations. It is scheduled for presentation of writings, programs and route maps developed by prominent scientists, credible scientific-research structures and international organizations.

On the second part of the forum announcements on implemented projects as of today in central Asian region, Syrdarya basin, as well as on the Aral Sea area generally shall be provided. It is expected of new applied projects on rehabilitation of the Aral Sea, preservation of its biodiversity, landscaping and combating desertification of the region, construction of highways and industrial objects, development of social infrastructure and other to be presented.

The platform to be created in the days of work of the forum will provide to solve the most current issues of sustainable development of the Aral Sea, to prevent interstate conflicts in joint use of water resources. On the other hand, it is a consolidation and promotion of prospective ideas and progressive vision, as well as latest technologies based upon scientific approaches.

I must notice that the work of the forum shall not be restricted by discussing environmental and socio-economical issues of the Aral Sea. There will be issued current problems concerning other regions of the world aside from the Aral Sea. Including industrial environment, global climate change, complex water subject and positive experience of solutions of the resembling issues in the modern world.

Who is organizing the forum and what organizations will be represented as its participants?

Main organizers of the forum are the akimat of Kyzylorda oblast, international scientific complex “Astana” and executive board of the International fund for saving the Aral Sea in the Republic of Kazakhstan. On top of that, the Ministry of agriculture of the Republic of Kazakhstan, the Ministry of foreign affairs of RK, the Ministry of energy of RK, the Ministry of education and science of RK, the Institute of geography of the MES of the Republic of Kazakhstan will deeply participate in organizing this forum.

It is expected that the representatives of central state bodies of the Republic of Kazakhstan,

heads of state bodies of Kazakhstan and states of Central Asia will take part in the forum. Invitations to this forum were received by the heads of diplomatic representatives of the Russian Federation, USA, Italy, Japan, South Korea, Belarus, Iran in the Republic of Kazakhstan, as well as the heads of UN, OSCE, The World Bank, the Islamic Development Bank, The European Bank for Reconstruction and Development representatives. On top of that, it is expected the heads of representatives of the German Society for International Cooperation in Kazakhstan (GIZ), the Japan International Cooperation Agency and World Health Organization to take part in the work of the forum.

What do you expect the results of the work of the forum might be?

We expect that there might be sufficient interest among a number of institutions and business structures. Within the framework of the forum there shall be signed memorandums on cooperation on the matters of solving socio-economic and environmental problems of the Aral Sea area.

On top of that, we are expecting to sign a Record of intentions on cooperation between Committee of forest section and animal world of the Ministry of Agriculture of the RK, Executive Board of the International Fund for saving the Aral Sea, International scientific complex “Astana” and the fund for biodiversity conservation of Kazakhstan on implementing “Development of green belt alongside the eastern coast of the Aral Sea and settlements” project. The other document implies cooperation between the International science complex “Astana”, Executive Board of the International Fund for saving the Aral Sea in RK, the Ministry of Agriculture of the RK on the project named “Development of the center for adaptation of wild animals to climate change of the Aral Sea area”.

Another very important document which is about to be signed by the end of the forum – cooperation agreement between the akimat of Kyzylorda oblast, Executive Board of the International Fund for saving the Aral Sea and International science complex “Astana”. It implies the project of development of Scientific-tourist center “Aral” on the lake Kamystybas, and other scientific-research and applied projects and programs aimed to sustainable development of the Aral Sea area.
