Project Objectives: Water supply with high-quality drinking water of the population of Kyzylorda and 83 rural settlements.

Objectives of the project:

  • revaluation of groundwater resources at the field under consideration;
  • development and implementation of working project for the construction of water intake, main water supply and well operation;
  • improvement of water supply conditions in the settlements of Karmakshi, Jalagash, Syrdarya districts and Kyzylorda city by organizing water delivery.

Expected results of the project:

  • design and estimate documentation for the transfer of Mynbulak groundwater deposit;
  • technical report on the results of field work and laboratory research;
  • the contract for the extraction of Mynbulak groundwater deposit;
  • water supply with high-quality drinking water of the population of Kyzylorda, rural settlements and creation of favorable conditions for economic activity.

The cost of the project: 23.6 billion tenge ($ 75 million)

Payback period: 18-20 years

Terms of the project: 2017 -2025.

Project Objectives: The main objective of the project is to provide information support for the managerial and economic decision-making to ensure environmental security, preserve reproduction and rational use of natural resources, ensure sanitary and epidemiological welfare of the population of the Aral Sea area.

Objectives of the project:

  • systematization, processing and distribution of objective information on the state of the environment and natural resources, anthropogenic sources of pollution and factors affecting it;
  • assessment, identification of dynamics and forecasting of changes in environment state, natural resources and public health;
  • development of recommendations (management decision options) aimed at improving or maintaining the state of the environment and reducing the negative consequences of anthropogenic activities;
  • the definition of cause-effect relationships between the state of health of the population and the impact of environmental factors;
  • formation of a monitoring data bank;
  • providing data for the analysis of the effectiveness of management decisions taken and ongoing measures to ensure environmental safety, conservation, reproduction and rational use of natural resources, ensuring sanitary and epidemiological welfare of the population;
  • information and methodical support of the monitoring participants and the public for their effective interaction.

The cost of the project: 35 million tenge (110 thousand dollars)

Terms of the project implementation: 2018-2019.

THE ARAL SEA AREA: FOR SUSTAINABLE DEVELOPMENT OF ECONOMY AND HEALTHY ENVIRONMENT

Implementation of the first phase of the “Regulation of the Syrdarya river course and saving the northern part of the Aral Sea” project made it possible to solve many of the most important tasks that the region is facing.

Implementation of the first phase of the “Regulation of the Syrdarya river course and saving the northern part of the Aral Sea” project made it possible to solve many of the most important tasks that the region is facing.

At the same time, for according to specialists, there are lots of unsolved issues, including environmental ones. These and other issues will be discussed on the Aral international forum on sustainable development, which is intended to be held in Kyzylorda city at the last days of May.

In a conversation with the correspondent of “Kazakhstankiye Vesti”, the head of oblast office of nature resources and environmental management, Nurlybek ZHOLDASBAYEV highlighted on the aims and tasks of the forthcoming forum.

As we know the forum shall be composed of two parts. What kind of tasks and functions will each one of them have?

The first part of the forum is of theoretical and methodological, and conceptual nature. It includes information and scientific reports on the most current issues of the Aral Sea region and other world environmental analogues. This part is expected to be on statements of the heads of central state bodies and international organizations. It is scheduled for presentation of writings, programs and route maps developed by prominent scientists, credible scientific-research structures and international organizations.

On the second part of the forum announcements on implemented projects as of today in central Asian region, Syrdarya basin, as well as on the Aral Sea area generally shall be provided. It is expected of new applied projects on rehabilitation of the Aral Sea, preservation of its biodiversity, landscaping and combating desertification of the region, construction of highways and industrial objects, development of social infrastructure and other to be presented.

The platform to be created in the days of work of the forum will provide to solve the most current issues of sustainable development of the Aral Sea, to prevent interstate conflicts in joint use of water resources. On the other hand, it is a consolidation and promotion of prospective ideas and progressive vision, as well as latest technologies based upon scientific approaches.

I must notice that the work of the forum shall not be restricted by discussing environmental and socio-economical issues of the Aral Sea. There will be issued current problems concerning other regions of the world aside from the Aral Sea. Including industrial environment, global climate change, complex water subject and positive experience of solutions of the resembling issues in the modern world.

Who is organizing the forum and what organizations will be represented as its participants?

Main organizers of the forum are the akimat of Kyzylorda oblast, international scientific complex “Astana” and executive board of the International fund for saving the Aral Sea in the Republic of Kazakhstan. On top of that, the Ministry of agriculture of the Republic of Kazakhstan, the Ministry of foreign affairs of RK, the Ministry of energy of RK, the Ministry of education and science of RK, the Institute of geography of the MES of the Republic of Kazakhstan will deeply participate in organizing this forum.

It is expected that the representatives of central state bodies of the Republic of Kazakhstan,

heads of state bodies of Kazakhstan and states of Central Asia will take part in the forum. Invitations to this forum were received by the heads of diplomatic representatives of the Russian Federation, USA, Italy, Japan, South Korea, Belarus, Iran in the Republic of Kazakhstan, as well as the heads of UN, OSCE, The World Bank, the Islamic Development Bank, The European Bank for Reconstruction and Development representatives. On top of that, it is expected the heads of representatives of the German Society for International Cooperation in Kazakhstan (GIZ), the Japan International Cooperation Agency and World Health Organization to take part in the work of the forum.

What do you expect the results of the work of the forum might be?

We expect that there might be sufficient interest among a number of institutions and business structures. Within the framework of the forum there shall be signed memorandums on cooperation on the matters of solving socio-economic and environmental problems of the Aral Sea area.

On top of that, we are expecting to sign a Record of intentions on cooperation between Committee of forest section and animal world of the Ministry of Agriculture of the RK, Executive Board of the International Fund for saving the Aral Sea, International scientific complex “Astana” and the fund for biodiversity conservation of Kazakhstan on implementing “Development of green belt alongside the eastern coast of the Aral Sea and settlements” project. The other document implies cooperation between the International science complex “Astana”, Executive Board of the International Fund for saving the Aral Sea in RK, the Ministry of Agriculture of the RK on the project named “Development of the center for adaptation of wild animals to climate change of the Aral Sea area”.

Another very important document which is about to be signed by the end of the forum – cooperation agreement between the akimat of Kyzylorda oblast, Executive Board of the International Fund for saving the Aral Sea and International science complex “Astana”. It implies the project of development of Scientific-tourist center “Aral” on the lake Kamystybas, and other scientific-research and applied projects and programs aimed to sustainable development of the Aral Sea area.

THE ARAL SEA REGION: FOR THE SUSTAINABLE DEVELOPMENT OF ECONOMICS AND HEALTHY ECOLOGY

The implementation of the first phase of the project “Regulation of the Syr Darya Riverbed and saving the northern part of the Aral Sea” allowed solving many of the most important tasks facing the region. At the same time, according to experts, many problems still remain unresolved, including environmental problems. These and other issues will be discussed at the Aral International Forum for Sustainable Development, which is scheduled to be held in Kyzylorda in the last days of May.

Nurlybek ZHOLDASBAYEV, Head of the Regional Department for Natural Resources and Environmental Management, told the KV correspondent about the goals and tasks of the forthcoming forum.

– As far as I know, the forum will consist of two parts. What tasks and functions will each part have?

– The first part of the forum is of a theoretical, methodological, conceptual nature. It includes information and scientific reports on the most topical problems of the Aral Sea region and other world ecological analogues. Speeches of the heads of central state bodies and international organizations are expected in this part. We are planning to present works, programs and road maps, developed by outstanding scientists, authoritative research structures and organizations is planned.

In the second part of the forum will be announced messages on money in the Central Asian region, the Syr Darya basin, and the Aral Sea in general. A presentation of new applied projects for the rehabilitation of the Aral Sea and adjacent areas is expected, as well as the signing of a number of memorandums and contracts. These documents foresee investing in the restoration of the Aral Sea, preserving its investment, planting trees and combating desertification of the region, building roads and industrial facilities, developing social infrastructure and others.

The platform, which will be created during the days of the forum, will contribute to solve the most urgent problems of sustainable development of the Aral Sea, preventing interstate conflicts in the joint use of resources. On the other hand, it is the consolidation and promotion of promising ideas and progressive vision, as well as the latest technologies based on scientific approaches.

I can see that the work of the forum will not be limited to discussing the ecological and socio-economic issues of the Aral Sea. Along with them, topical issues related to other regions of the world will be touched upon. Including, industrial ecology, global climatic changes, complex water themes, as well as positive experience of solving problems in the modern world.

– Who is the organizer of the forum and which organizations will represent its participants?

– The main organizers of the forum are the akimat of Kyzylorda oblast, the international scientific complex “Astana” and the executive board of the International Fund for Saving the Aral in the Republic of Kazakhstan. In addition, active participation in the organization of this important event will be taken by Ministry of Agriculture of the Republic of Kazakhstan, Ministry of Foreign Affairs of the Republic of Kazakhstan, Ministry of Energy of the Republic of Kazakhstan, Ministry of Education and Science of the Republic of Kazakhstan, Institute of Geography of the Ministry of Education and Science of the Republic of Kazakhstan.

It is expected that the forum will be attended by central state bodies of the Republic of Kazakhstan, heads of state bodies of Kazakhstan and Central Asian countries. The heads of diplomatic missions of the Russian Federation, the United States, Italy, Japan, Korea, Belarus, Iran in the Republic of Kazakhstan were invited to the forum, as well as heads of UN, OSCE, Islamic Development Bank, European Bank for Reconstruction and Development. In addition, heads of missions of the German Society for International Cooperation in Kazakhstan (GIZ), the Japan International Cooperation Agency and the World Health Organization are expected to attend the forum.

– What  results of the forum you think you can expect?

Another document implies cooperation between the International Scientific Complex “Astana”, the Executive Board of the International Fund for Saving the Aral Sea in the Republic of Kazakhstan, the Ministry of Agriculture of the Republic of Kazakhstan for the project “Creation of the Aral center of adaptation of wild animals to climate change”.

Another important document, which is expected to be signed at the end of the forum, is an agreement on cooperation between the akimat of Kyzylorda oblast, the Executive Directorate of the International Fund for Saving the Aral Sea and the International Scientific Complex “Astana”. This document implies the project of the Aral Scientific-Tourist Center on Lake Kamystybas, as well as other research and applied projects and programs aimed at sustainable development of the Aral Sea area.

Aral issues will be discussed at an international forum

Kyzylorda. The 16th of May. Kazakhstan Today – Aral International Forum on sustainable development shall be held on 30th – 31st of May of the current year. It was announced on a briefing with participation of the deputy of Akim of the Kyzylorda city, Serik Kozhaniyazov and the executive director of International Fund for saving the Aral Sea in RK, Bolat Bekniyaz.

In a work of the forum which is planned to be carried out with a participation of the state bodies of Kazakhstan and other states, Central Asian state embassies in Kazakhstan, other states of near and far abroad, international and regional organizations, scientific and public organizations, business structures and expert society of Central Asian and other regions, as reported by Kazakhstan Today.

The aim of the forum – to increase all-around awareness on environmental and socio-economic issues of the Aral Sea area, to attract an attention of world community to its current issues in accordance with global aims of sustainable development. The other component of the forum is to strengthen and future development of business and partner relations between state bodies of the countries and international organizations, business structures for successful implementation of socio-economic, environmental, educational projects and programs of the Aral Sea basin.

On the first part of the forum information and scientific reports on the most current problems of the Aral Sea region will be heard, as well as other world environmental analogues.

The second part will include reports on already implemented projects in the region of Central Asia and the Syrdarya river and the Aral Sea area basin, presentations of new applied projects on rehabilitation of the Aral Sea and surrounding area. A special significance is in such projects as opening of the scientific and tourist zone on the lake Kamystybas, development of a green belt on the eastern part of the sea, and opening of a nursery for saiga. During the work of the forum signing of memorandums and contracts are expected, which considers investments to recover the Aral sea, preservation of its biodiversity, landscaping and preventing desertification of the region, construction of highways and industrial objects, development of social infrastructure and other.

Meeting to discuss the target indicators of Kazakhstan on the Protocol of the problems of water and health to Convention on the protection and use of transboundary watercourses and international lakes

On the 7th of April 2017 in Kyzylorda a meeting to discuss the target indicators of Kazakhstan on the Protocol of the problems of water and health to Convention on the protection and use of transboundary watercourses and international lakes (hereafter – the Protocol) was held.

The meeting bought together, apart from the parties concerned, Bolat Bekniyaz, the director of EB IFAS in RK, Kaini Stamkulova, chief specialist of the Socio-economic department of EB IFAS in RK. This meeting was organized with the support of the Economic Commission for Europe of UN and International Fund for saving the Aral Sea within the framework of EU/UNDP/ECE UN “Support Kazakhstan for transition to the model of green economy” project in concert with the Committee of public health protection of the Ministry of healthcare of the RK and “Water initiatives centre” Public foundation.

On the beginning of the meeting Bolat Bekniyaz made an opening statement, emphasizing the importance of the issue of water quality in Kazakhstan, particularly in Kyzylorda oblast, where the Kazakhstan part of the Aral Sea basin is. He stated that despite considerable improvement with water supply in the region, there are still some unsolved tasks with water supply of distant settlements, as well as with sanitation (drainage). The proposal on development of pilot target indicators as standards of water quality for Kyzylorda oblast with future spreading to the other oblasts of the country was put forward by him.

During the meeting, projects of target indicators were considered by its participants who were divided into two groups, which were developed by experts in accordance with article 6 of the Protocol on problems of water and health of Convention on the protection and use of transboundary watercourses and international lakes within the framework of the project “Support for Kazakhstan to transit to green economy model” implemented by EU, UNDP, UNECE.

On the 3rd Session chief specialist of EB IFAS, Stamkulova K.Zh. presented implemented and forthcoming projects of EB IFAS on the territory of Kazakh part of the Aral Sea basin.

As a result of the Meeting a final resolution shall be adopted.

PRESS-ANNOUNCEMENT of the Aral International Forum on Sustainable Development

The Aral International Forum of Sustainable Development will be held on May 30 – 31, 2017 in Kyzylorda.

The main organizers of the Forum: Akimat of Kyzylorda oblast, “Astana” International scientific complex and Executive Board of the International Fund for Saving the Aral Sea in the Republic of Kazakhstan.

Co-organizers of the Forum: Ministry of Agriculture of the Republic of Kazakhstan; Ministry of Foreign Affairs of the Republic of Kazakhstan; Ministry of Energy of the Republic of Kazakhstan; Ministry of Education and Science of the Republic of Kazakhstan; Institute of Geography of the Ministry of Education of the Republic of Kazakhstan.

The Forum will include:

– State bodies of Kazakhstan and of other states.

– Embassies of the Central Asian states in Kazakhstan, and of other states of near and far abroad.

– International and regional organizations,

– Scientific and public organizations, business structures and expert community of the Central Asian and other regions of the world.

The purpose of the Forum: To raise the general awareness of the environmental and socio-economic problems of the Aral Sea area, to draw the world’s attention to its topical issues in accordance with the Global Goals of Sustainable Development. Another component of the Forum is the strengthening and further development of business and partnership relations between state bodies of countries and international organizations, business structures for the successful implementation of socio-economic, environmental, educational projects and programs of the Aral Sea basin.

The forum consists of two parts:

The first part of the Forum is theoretically-methodological and conceptual in nature and includes information and scientific reports on the most pressing problems of the Aral region, as well as other world ecological analogues, speeches of the heads of central state bodies and international organizations, presentations of works, programs, road maps of outstanding scientists and authoritative scientific research structures, international organizations of the modern world.

The second part will include reports on projects already implemented in the Central Asian region and the Syr Darya and the Aral Sea basin; presentation of new applied projects for the rehabilitation of the Aral Sea and adjacent areas; signing of memorandums and contracts providing investments in restoration of the Aral Sea, preservation of its biodiversity, planting of greenery and desertification of the region, construction of roads and industrial facilities, development of social infrastructure, etc.

In general, the Forum’s platform, created today, will primarily help solve the most urgent problems of sustainable development of the Aral Sea, prevent interstate conflicts in the joint use of water resources, consolidate and promote promising ideas and progressive vision based on scientific approaches of the latest technologies.

Along with the discussion of environmental and socio-economic issues of the Aral Sea, the Forum will address topical problems of other regions of the world, including industrial ecology, global climate change, integrated water issues, and positive experience in solving these problems in the modern world.
