About the project
A new stage in the development of the National Qualifications System began in 2015 in the Republic of Kazakhstan. The Ministry of Labor and Social Protection of the Population launched the project “Development of labor skills and stimulation of workplaces” with the help of the World Bank’s loan funds.
The Consortium “Complex of Agro-Industrial Associations” (the leading partner – the Executive Board of the International Fund for Saving the Aral Sea in the Republic of Kazakhstan) began to participate in this project in 2017 and in 2018 developed and approved 15 professional standards for sectors and sub-sectors: crop, livestock, water management, forestry and wildlife.
In 2019, the Consortium continues to participate in the process of developing the industrial qualifications framework and professional standards. The Industrial Qualifications Framework for Agriculture, Water Management and Forestry and Wildlife, as well as twenty-five professional standards for these sectors, are currently being developed.

Basic definitions
Industrial Qualifications Framework – a structured description of the qualification levels recognized in the industry;
Professional standard – characterization of qualifications required to perform a certain type of professional activity, including performance of a certain work function;
GCEA – General classifier of economic activities;
NCO – National Classifier of Occupations;
UTQD – Unified tariff and qualification directory of works and professions.
