Project justification

The threat of water scarcity and inefficient management of water resources can become a major obstacle to sustainable economic growth and social development both in the Aral-Syrdarya basin and Kazakhstan in general. It is also the inefficient management of water resources that negatively affects the development of the fishing industry in the region.

Project Objectives

Ensuring safety, conservation and development of fish stocks in the Northern Aral Sea region. Strengthening capacity and enhancing activities of the Aral-Syrdarya Basin Council (including small basin councils), etc.

Project tasks

1. To develop and install effective fish protection system (FPS) for Kokaral dam water outlet structure taking into account necessity of effective protection of fish and their young species, protected from influence of ice cover and movement of ice floes.
2. Improvement of water resources management, increasing effectiveness of Basin Council and small basin councils.
3. Strengthening control and ensuring transparency by the Aral-Syrdarya Basin Council (ASBC) in establishing fish protection systems
4. Media support to the project

Expected results of the project

1.      Developed and installed fish protection system (FPS) will maximally reduce the rolling of fish and young fish species through the Kokaral dam water outlet, thereby reducing damage to fish stocks in the Aral Sea region.
2.      Regular meetings of Basin Councils in accordance with their work plan.
3. Transparency and control of actions on creation of fish protection structure in the northern Aral Sea with participation of representatives of other Basin Councils in the ASBC meetings. Exchange of experience and raising awareness of Basin Council members about scientific achievements in the field of rational use of natural resources are ensured.
4. implementation of this event will contribute to both a good image effect for GIZ and EB IFAS in Kazakhstan, and increase environmental awareness among wide masses of the population.  The created social networks will be able to continue informational coverage of IFAS projects in Kazakhstan and partners for a long time, and subsequently grow into platforms for providing opportunities to participate in the implementation of various environmental projects.

Total project cost and partner contributions

150,377,000 tenge, including:
Financing of GIZ – 146,877,000 tenge
Contribution of IFAS in Kazakhstan – 3,500,000 tenge
