Bolat Bekniyaz

Director

He graduated from the Geological Exploration Department of the Kazakh Polytechnic Institute named after V.I. Lenin specializing in “Hydrogeology and engineering geology” in 1984 (Almaty).

He upgraded his qualifications the Moscow State University after M.V. Lomonosov in “Geoecology” specialty (Moscow).

In 2002, he graduated from the Academy of Public Administration under the President of the Republic of Kazakhstan, specializing in Public Administration (Astana), and Taraz State University named after. M. Dulati, specializing in “Water Resources and Water Use” in 2015.

He leads general management of the Executive Board of the International Fund for Saving the Aral in the Republic of Kazakhstan in all directions.

Zauresh Alimbetova

Deputy Director

Leads the general management of activities in the field of water resources. Organizes activities on assistance in development of strategic documents, concepts, programs, project proposals and documents in the field of integrated water resources use in the Aral-Syrdarya water basin. Makes proposals on improvement of water legislation of the Republic of Kazakhstan, on development of the Law of the Republic of Kazakhstan on safety of hydraulic structures and on application of principles of integrated water resources management. Assists ensuring the monitoring and implementation of the ASBP, state programs on the rational use of water resources and transition of the Republic of Kazakhstan to the Green Economy model.Participates in the work of the Interstate Commission for Water Coordination (ICWC) on the instructions of the management. Interacts with representatives of international organizations, donor countries, funds, interested state bodies and departments, foreign and domestic business structures, public and other organizations of the Republic of Kazakhstan and ensures representation in relevant international organizations and institutions by the instructions of the EB IFAS management in Kazakhstan. Provides methodological and consulting services in the field of integrated water resources use. Implements pilot projects (measures) on rational water resources use, introduction of water-saving technologies, including advanced irrigation regimes and technique, dispatching and automation of water distribution at the level of irrigation and drainage systems, projects on safety of hydraulic structures, monitoring of irrigated lands. Assists in attracting advanced foreign methodology and technologies in the field of rational water resources use, water-saving technologies, automation of water allocation and water management, monitoring of hydraulic structures safety, reclamation of irrigated lands, pasture watering to the water sector of the Republic of Kazakhstan.

In 2008, she graduated from the Kazakh National Technical University named after K.I. Satpayev Kazakh National Technical University, engineer, majoring in Hydrogeology, Engineering Geology and Geoecology. In 2006, she graduated from the University of Science and Technology of Languedoc Montpellier-2, Master of Science and Technology, with specialization in Biology, Geological Sciences, Agroresources and Environmental Protection. From October 2008 to January 2017, she worked at the Ministry of Environmental Protection of the Republic of Kazakhstan and the Ministry of Energy of the Republic of Kazakhstan. She supervised issues related to public participation in decision-making on environmental issues, the work of the Public Environmental Council, environmental monitoring, science, implementation of the social order, the OECD project to improve the competitiveness of Kazakhstan, environmental education. She has been working at EB IFAS in Kazakhstan since February 2020

Eldos Meirmanov

Participates in the preparation of pre-project and project materials for environmental and other projects. Interacts with EB IFAS partners in Kazakhstan.

Zarina Asylbekova

Head

She graduated from the Kazakh University of International Relations and World Languages named after Abylai Khan, Faculty of International Relations, majoring in Regional Studies. She has been working in EB IFAS since 2010 and is involved in the preparation of pre-project and project activities aimed at the improvement and development of the Aral Sea region.

Aimzhan Bazarbayeva

Participates in the implementation of the project “Aral-Syrdarya Basin Capacity Development”, holding the ASB Basin Councils (Giz grant); organization in holding the forum “Aral – 2017”, March 28-29, 2017 (Kambash recreation complex, Kambash settlement – Aralsk city); Participation in the implementation of pilot projects of the WRD (“Improvement of the State Educational Standard on “Water Resources and Water Management”, “Golgate for children of the Aral Sea”, “Assistance in developing the Training Center for professional development at the Kazakh National Agrarian University”, “Cooperation with the International Training Center for Hydraulic Structures Safety” and others. Maintaining relationships with interested government agencies, international and regional organizations; Reviewing international and national legal and regulatory documents (conventions, agreements, declarations, treaties, codes, laws, etc.) Maintaining monitoring and assistance in implementation of the Aral Sea Basin Action Program (ASBP); Monitoring of state programs on water resources management, land reclamation, safety of hydraulic structures, drinking water supply, “Green Economy”, “Agrobusiness – 2020”, etc.; Monitoring of Internet resources of IFAS and main partners of UNECE, UNDP, OSCE Program Office in Astana, Giz, CAREC and others.

Slamzhan Isabekov

He was born on August 28, 1962. Graduated in 1985 from the Kyzylorda branch of the Dzhambul Hydromelioration and Construction Institute as a hydrotechnical engineer. From 1985 to 2001, he worked in various positions in the system of land reclamation and water resources. Since 2001 to the present time he has been working as the head of Kyzylorda branch of EB IFAS in RK. Main areas of work: – represents interests and acts on behalf of the Fund under a general power of attorney; – negotiates contracts; – organizes the work of the branch, issues powers of attorney, hires, transfers and dismisses employees of the branch; – determines the strategy and policies of the branch; – ensures executive and labor discipline of the branch’s employees.
